1.0 SYNOPSIS This is a Request for Information (RFI) issued for Government market research and planning purposes only.

Responses will assist the Government in planning its acquisition strategy for a potential future acquisition.

Army Contracting Command – Aberdeen Proving Ground is seeking qualified and capable potential vendors for a potential Firm-Fixed Price (FFP), single-award Indefinite Delivery/Indefinite Quantity (IDIQ) contract that will provide comprehensive Software-as-a-Service (SaaS) support services for the Army's Strategic Management System (SMS) platform.

2.0 REQUIREMENT OVERVIEW The Government is seeking a single prime contractor to provide a comprehensive solution that includes a sophisticated Commercial Off-The-Shelf (COTS) SaaS platform and integrated, high-skilled professional services.

This includes full lifecycle support, ensuring effective performance management capabilities across unclassified and classified environments.

Specific objectives for this acquisition fall into three key focus areas: SaaS Platform Management: Providing and maintaining the SMS SaaS platform, ensuring full functional capabilities including strategic planning, Key Performance Indicator (KPI) management, no-code application development, automated briefing generation, and data visualization.

Secure Cloud Environments: Managing and operating two distinct FedRAMP-authorized cloud instances (unclassified and classified), with robust data synchronization and replication between these environments.
