Naval Surface Warfare Center (NSWC), Crane Division, has requirement for a five-year, Indefinite Delivery Indefinite Quantity (IDIQ) contract for the production, acceptance, and delivery of the MK 25 Mod 0 Non-Lethal, 9-Bang Diversionary Hand Grenade.
The proposed contract action is for the supplies for which the Government intends to solicit and negotiate with one source, American Rheinmetall Munition Inc. (CAGE: 4XXK1), 2600 Park Tower Dr Ste 300, Vienna, VA 22180, under the authority of FAR 6.103-1, Only one responsible source and no other supplies or services will satisfy agency requirements.
The requirement is being solicited on a sole source basis due to the lack of sufficient technical data, unacceptable duplicative costs to the Government that are not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source.
All responsible sources may submit a proposal, as appropriate, which will be considered by the agency.
However, a determination by the Government not to compete this proposed contract based upon responses to this pre-solicitation notice is solely within the discretion of the Government.
Information received will normally be considered solely for the purpose of re-evaluating the justification for sole source or limitation of sources and making a determination to change the acquisition strategy to a competitive procurement.
The solicitation and amendments for this sole source action will not be posted to sam.gov and are available only from the POC identified below.
To challenge this sole-source determination, interested companies must demonstrate they possess the capabilities, facilities, and technical expertise to produce the MK 25 Mod 0 grenade.
