Rapid Severe Weather Protection Shelter (RSWPS) The Oklahoma Air National Guard intends to negotiate a firm fixed price (FFP) contract for a Rapid Severe Weather Protection Shelter (R-SWPS) for the OAK-1K Skyraider II Aircraft.
This solicitation, reference number W50S8T-26-A-A027, is being issued as a Full and Open Competition Request for Quote (RFQ).
The contractor shall provide a complete, turn-key OA-1K R-SWPS package to include all required equipment, materials, delivery, on-site setup, and user instruction.
This single job incorporates one OA-1K Shelter, one shipping container, one battery backup system with a four hour minimum capacity, one on-site repair kit, one set of installation instructions, two manual or electrically powered main doors, and two personnel doors.
All items must be delivered and all services fully completed within 12 weeks from the date of contract award in accordance with the attached SOW.
The Government intends to award a firm-fixed-price purchase order to the responsible vendor whose quote represents the Lowest Price Technically Acceptable (LPTA) in accordance with FAR Part 13 simplified evaluation procedures.
To be eligible for award, the vendor's quote must be rated "Acceptable" in all non-price factors.
The Government will not conduct tradeoffs, and any quote evaluated as "Unacceptable" in any non-price factor will be ineligible for award.
Quotes will be evaluated based on three primary factors: Price, Technical Capability (the demonstrated ability to deliver, set up, and provide instruction for the Rapid Severe Weather Protection Shelter in accordance with the Statement of Work, RFIs, and Government end goal), and Past Performance.
