What this contract is for
This Presolicitation Notice is issued in accordance with FAR 5.101(c) and serves as a Notice of Intent to award a sole source contract. This is not a request for competitive GERSTEL, Inc. (UEI: ZNMCGLQEMD5) using FAR Part 12 procedures. The purpose of this acquisition is to purchase and installation of two CEM Oracle 6 fat and moisture analyzers. One instrument will be installed at the National Science Laboratory, Gastonia, North Carolina and the other at the National Science Laboratory, Blakely GA. This scientific equipment is used for the determination of moisture and fat content in food sample using the American Association of Analytical Chemists (AOAC) method 2008.06 “Moisture and fat in meats. Microwave and nuclear magnetic resonance analysis”. It is widely used in analytical chemistry and food laboratories. This method is specifically required by NSL clients. This notice is not a competitive solicitation. However, all responsible sources may submit a quotation or capability statement, which will be considered by the government. Any party that believes it can meet this requirement should provide a capability statement for the Government’s review. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government. Information received will be used only to determine whether a competitive procurement should be conducted. The government will not be responsible for any costs incurred responding to this notice. A party may identify their interest and submit a capability statement by July 20, 2026. Responses, including questions regarding this presolicitation notice, must be sent via email to Latisha Hollman at [email protected].

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
