Notice of Intent to Sole Source In accordance with the Revolutionary Federal Acquisition Regulation Overhaul (RFO FAR) 6.103-1(b), the Environmental Protection Agency, Great Lakes National Program Office (GLNPO) intends to award a sole source purchase order to Sea-Bird Electronics, Inc for the purchase of a micro-TSG, a submersible ultraviolet nitrate, and an ACS spectrophotometer which will allow continuous sampling of the surface waters of the Great Lakes. These instruments will be used onboard the research vessel Lake Guardian. Based on market research conducted, Sea-Bird Electronics, Inc. is the only commercial manufacturer/supplier that sells a submersible ultraviolet nitrate analyzer. The micro-TSG and ACS spectrometer are the only available options to integrate into the existing flow through system aboard the Lake Guardian. This notice of intent is not a request for quote. This is not a solicitation. Any interested party that believes it can meet the GLNPO requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by July 28, 2026. Responses must be submitted in writing to the Contract Officer, Meonii Bristol at [email protected] no later than the time and date identified on the notice. Telephone responses and requests will not be received. A determination by the Government not to compete this requirement based on responses to this notice is solely within the discretion of the Government. Any information received will be treated as market research information for future of same or similar requirements.
