ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC), Crane Division, has a requirement and intends to award an Indefinite Delivery, Indefinite Quantity (IDIQ) contract for the procurement of Neutron, Linear Accelerator (LINAC), and Combined Environment Testing Services in support of the Radiation Combined Environment Test Capability (RCETC) and military hardware survivability validation programs.

The proposed contract action is for the supplies and services for which the Government intends to solicit and negotiate with only one source: Amentum Services Inc., 4800 Westfields Blvd, Ste 400, Chantilly, VA 20151 (CAGE: 5W3V7) under the authority of FAR 6.103-1[JP1] , "Only one responsible source and no other supplies or services will satisfy agency requirements" (10 U.S.C.

3204(a)(1)).

The basis for restricting competition is the lack of sufficient technical data, the extreme duplicative cost to the Government that is not expected to be recovered through competition, and the unacceptable, mission-critical delays in fulfilling the agency's requirements through any other source.

To sustain reliable, technically advanced nuclear weapon effects (NWE) simulation testing without duplicating massive prior Government investments in pre-project planning, hosting solution design, and facility systemization, the Contractor must possess immediate, turn-key site and operational readiness.

Specifically, the only source capable of satisfying this requirement must possess: Secured Real Estate: Existing secured real estate located within immediate proximity to NSWC Crane, Indiana, to support physical GFE delivery, secure handling, and immediate logistical integration.
