What this contract is for

This is a Request for Information (RFI)/Sources Sought notice. The Defense Logistics Agency (DLA) Troop Support is conducting market research to identify manufacturers interested in participating in the Manufacturing Pricing Agreement (MPA) Program. The Government will not pay for any information received in response to this notice, nor will it compensate any respondent for costs incurred in developing the information provided. This notice does not constitute a commitment from the Government, and any information provided will be used for informational purposes only. Manufacturer participation in the MPA Program does not guarantee that the manufacturer products will be selected by any Military customer. The manufacturer should be able to socialize their products to military customers if they are currently not selling to the government. The DLA Troop Support Manufacturing Pricing Agreement (MPA) Program seeks to establish direct pricing agreements with manufacturers for products supplied to our global customers- through our Subsistence Prime Vendor partners. The MPA is a key component in ensuring fair and reasonable pricing for the U.S. Government. Participation in the program requires the monthly submission of pricing data in specified electronic formats that are integrated with Defense Logistic Agency’s (DLA) system of record. How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
