Intent to Sole Source The Air Force Life Cycle Management Center (AFLCMC/PZIBA) intends to award a sole-source, firm-fixed-price contract to Agilent Technologies, Inc., located at 2850 Centerville Rd, Wilmington, Delaware, 19808. This contract is for the procurement of a High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) for the Air Force Institute of Technology at Wright-Patterson Air Force Base (WPAFB). Extensive market research was conducted to identify potential sources. Techniques included, but were not limited to, a GSA Advantage review, Internet market research, a review of similar procurements at WPAFB, input from Subject Matter Experts (SMEs), and a Sources Sought notice. This research confirmed that Agilent Technologies, Inc. is the only source capable of meeting the Government’s minimum requirements as outlined in the Statement of Work (SOW). The WPAFB Air Force Institute of Technology is already equipped with and trained on the proprietary Mass Hunter Software used by the HPLC-MS. Utilizing any other manufacturer's system would require the acquisition of entirely new equipment and force a complete overhaul of established laboratory protocols and research methodologies, resulting in significant operational delays and loss of historical data integrity. Because the High-Performance Liquid Chromatograph-Mass Spectrometer (HPLC-MS) and its corresponding software are proprietary to Agilent Technologies, Inc., they are the only source that can provide a system that is compatible with the Government's existing infrastructure and procedural framework.
