Department of Veterans Affairs Veterans Health Administration Program Contracting Activity Central (PCAC) April 15, 2026 PRESOLICITATION NOTICE Initial Outfitting Transition and Activation (IOTA) Services for the VA Puget Sound Healthcare System American Lake VA Medical Center 100% SDVOSB SET ASIDE This is a Pre-Solicitation Notice that the Veterans Health Administration (VHA) intends to solicit quotes to provide non-personal IOTA Services for the new American Lake VA Medical Center. This requirement supports VHA's mission by providing contractor services to help support the activation. This will be a firm-fixed-price contract with an estimated Period of Performance of (43) forty-three months. VA Puget Sound Healthcare System American Lake VAMC has been approved for a major construction project to construct a new building with updated services for Veteran health care. The new Outpatient Medical Center, building 201, BGSF (Building Gross Square Feet) is estimated at 73,329 via design-build (DB) with 35,538 total departmental NSF dedicated to department and/or services. Expected departments and/or services for building 201 consists of the following: Cardiology Service (12,195 GSF), Environmental Management Service (175 GSF), Gastrointestinal/Endoscopy Service (4,458 GSF), Lobby area (1,796 GSF), Pathology and Laboratory Medicine Service (1,494 GSF), Pharmacy Service (2,484 GSF), Infusion Services (6,747 GSF), Sterile Processing Service (5,398 GSF), Surgical/Endovascular Services (17,947 GSF) and Office of Information and Technology (884 GSF). This requirement is to provide ITOA services in support of the pre-planning and activation of the space.
