Presidential Memorial Certificate (PMC) Holders - National Cemetery Administration (NCA), Memorial Products Service (MPS) The purpose of this amendment is to address submitted questions and provide a revised Combined Synopsis/Solicitation (CSS) and Statement of Work (SOW).
The response due date and time remains 14 September 2026 at 2:00 p.m.
CST.
Note: There will not be a SF30 to sign for this amendment.
Quoters shall provide a statement of acknowledgement and receipt of any and all amendments.
Failure to acknowledge all amendments may result in the Quoter being considered ineligible for award.
Questions and Answers: Question: Please clarify whether the required sample must be an exact representation of the PMC Holder proposed for production, including the embossed VA seal.
Creating the required embossing may require the Quoter to incur tooling/die costs.
Answer: Yes.
The sample shall be a fully assembled PMC Holder representative of the product the Quoter proposes to furnish under the resulting contract and shall meet the specifications identified in the SOW and Exhibits 1 3, including the Department of Veterans Affairs seal embossed in gold on the front cover.
As stated in the solicitation, all costs associated with preparation and submission of the required sample are the responsibility of the Quoter.
Question: The solicitation identifies the required PMC Holder exterior color as Navy Blue.
The current PMC Holder appears to be closer to Royal Blue.
Please clarify the required exterior color.
Answer: The required exterior color is Royal Blue.
The Combined Synopsis/Solicitation and Statement of Work have been revised accordingly.
Quoters shall submit samples meeting the revised Royal Blue color requirement.
All other sample requirements remain unchanged.
