The City of Anaheim, hereafter referred to as the "City" is seeking proposals from a pool of qualified and professional firms, hereafter referred to as "Consultants," that specializes in pre-employment background investigation services. The City is actively recruiting at a fast pace in both non-safety and public safety (Police and Fire), including Ambulance Operators, Police and Fire Dispatchers, as well as other high-level non-sworn management positions that may require limited employment background services. The City invites qualified consultants to review the RFP and submit final proposals by September 18, 2026. Qualified consultant(s) as defined below, are required to submit proposals to provide the services for background investigations described in this RFP. Human Resources anticipates selecting qualified consultants to provide services on an as-needed basis for a three (3) year contract period with the option to renew for one (1) year. The consultants selected will be required to sign the City’s Professional Services Agreement for as-needed, on-call services. This Request for Proposal solicitation is to identify the most qualified, responsive and responsible consultants or individuals to provide services over the course of a proposed contract, not to exceed $750,000. There is no guarantee of a minimum amount of work or compensation for any of the respondents selected. The City may award multiple contracts to the most qualified respondents to ensure the continued availability of timely, thorough, and accurate background investigations services of candidates for employment. Any Agreement resulting from this RFP will be effective following the approval by the City Council or City Manager and execution of all parties.
