What this contract is for

This Sources Sought notice is being posted to satisfy the requirement of Defense Federal Acquisition Regulation Supplement 206.302-1(d). The Naval Surface Warfare Center, Indian Head Division (NSWC IHD), Contracts Department intends to award a contract for the First Article Testing (FAT) and procurement of Squib P/N 3703-1 and Refurbishment Kits P/N 2896387 for the Inadvertent Fire Brake Actuator Mechanism (IFBAM) on a sole source basis to Pacific Scientific Energetic Materials Co California LLC (PacSci), CAGE Code: 54181. PacSci owns the proprietary technical data package and has specialized tooling, equipment, and subject matter expertise for manufacturing and testing. THIS NOTICE IS NOT A REQUEST FOR PROPOSAL. This acquisition is being pursued on a sole source basis under the statutory authority of 10 USC 3204(a)(1), as implemented in FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. This notice of intent is not a request for competitive proposals nor does it restrict the Government from an ultimate acquisition approach; however, the Government will consider all responses received to this notice. A determination by the Government not to compete this requirement is solely within the discretion of the Government. This sources sought should not be construed as a commitment by the Government for any purpose. Requests for solicitation will not receive a response. All information is to be submitted at no cost or obligation to the U.S. Government. The U.S. Government reserves the right to reject, in whole or in part, any input as a result of this market survey.
