What this contract is for
Synopsis for Endformers and Casting Masks The Naval Surface Warfare Center Indian Head Division (NSWC IHD) has a requirement for endformers and casting masks in accordance with MILSPEC drawings. The requirements include unclassified controlled technical information assigned a restricted distribution statement which is export controlled. Interested offerors must request the drawing package in writing, including the Joint Certification Program (JCP) registration and a DD Form 2345. NSWC IHD intends to award a Firm Fixed Price (FFP) contract, to be competed as a small business set-aside. The NAICS code is 322710 and the PSC code is 5342. THIS IS NOT AN INVITATION FOR COMPETITIVE PROPOSALS. The Request for Proposals (RFP) will be posted on the System for Award Management (SAM) database via the website https://sam.gov with a projected release of FY26 Q4. Offeror(s) are required to complete their registration in the System for Award Management (SAM) database via the website https://sam.gov. Failure to register in SAM makes an offeror ineligible for award of DoW contracts. All interested sources shall provide a company brochure or list of capabilities, product literature, organization name, address, a point of contact, phone number, fax number, e-mail address, business size, taxpayer identification number, UEI number, and CAGE code. All responding sources must email their correspondence no later than 2:30 p.m. EST on 29 July 2026 to Claudia Segura at claudia.p.segura2.civ @us.navy.mil. Large files need to be compressed using ZIP and renamed with a .zip file extension.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
