What this contract is for

The Naval Surface Warfare Center Philadelphia Division (NSWCPD) intends to negotiate and award a sole source Purchase Order to Rockwell Automation for engineering services to provide installation instruction packages. The Government intends to make an award prior to the the end of the 4th quarter of fiscal year 2026. Brief description This requirement is to provide engineered installation instruction packages to support the modernization of the Jet Blast Deflector (JBD), Integrated Catapult Control Station (ICCS), Landing Signal Officer (LSO), and Barricade Stanchion (BS) systems. These Aircraft Launch and Recovery Equipment (ALRE) systems are mission-critical for safe flight operations. Pursuant to RFO FAR 13.101(b), Rockwell Automation is the only responsible source capable of fulfilling the Navy’s requirements for the specified effort. The proposed award and resulting contract modifications are for supplies and services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106. The Product Service Code (PSC) for this effort is R425. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government.
