What this contract is for

This Request for Information (RFI) conducts market research to inform future requirements and contract strategies for the turn-key delivery and execution of the Fast Burst Reactor (FBR) Life Cycle Modernization Project at White Sands Missile Range (WSMR). Funded as a Central Test and Evaluation Investment Program (CTEIP) project, this effort seeks comprehensive life-cycle modernization solutions to ensure the long-term availability, maintainability, reliability, and sustainment of the FBR facility. The Government is exploring a range of acquisition strategies and plans to utilize the information gained from this White Paper to help further shape the acquisition strategy. Responses should be limited to a five (5) page max white paper, not including cover page, cover letter, table of contents and any other documentation submitted in response to Past Performance. Any proprietary concepts of information should be clearly identified as such. Submitted data and information will not be returned. Any information submitted in response to this RFI Notice is strictly voluntary. This notice is for information planning purposes and the Government will not pay or otherwise reimburse respondents for information submitted. Industry is encouraged to suggest alternative NAICS codes that may better align with the requirements. Disclaimer: This notice does not constitute an invitation for bids or a request for proposal and is not a commitment by the U.S. Government to procure subject products or services nor will the Government reimburse any parties for costs associated with this request. The Government will use the information received to forge its acquisition strategy. Additionally, all submissions become Government property and will not be returned. How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
