North Warning System (NWS) Fixed Wing Airlift/Transportation Services.The United States Air Force (USAF), ACC Acquisition Management Integration Center (AMIC) hereby publicizes its intention to solicit non personal services for Airlift Services of the NWS Fixed Wing Airlift Service. This requirement provides mission-essential fixed-wing airlift services to sustain the North Warning System (NWS), which provides critical radar surveillance and early threat detection for NORAD and Homeland Defense missions. Operations are governed by the North America Air Defense Modernization (NAADM) Memorandum of Understanding/Supplementary Arrangement (MOU/SA) dated March 1985 (updated July 2018 and November 2025), which mandates that the USAF provide 60% of total program support in the form of material and services. The contractor shall provide all personnel, equipment, and supervision required to transport cargo (payloads of 2,100 and 3,000, or 6,000 pounds) and personnel to remote NWS sites. Due to the geographic isolation of these assets, the contractor must maintain the specialized capability to operate within the extreme environment of the Canadian Arctic and execute take-off and landing maneuvers on the unimproved surfaces found at various radar sites identified in the Performance Work Statement (PWS).This acquisition is 100% full and open competition. Furthermore, Small Business Consideration, Revolutionary FAR Overhaul (RFO) Part 19, does not apply because 100% of the performance will be outside of the United States.
