This Request for Proposals (RFP) is issued in accordance with (IAW) the procedures outlined in Revolutionary Federal Acquisition Regulatory Overhaul (RFO) Federal Acquisition Regulation (FAR) Part 15 Contracting by Negotiation, in conjunction with RFO FAR Part 12 Acquisition of Commercial Products and Commercial Services, FAR Subpart 19.8 Contracting with the Small Business Administration (The 8(a) Program), and RFO FAR Subpart 16.5 Indefinite-Delivery Contracts. This RFP is for the acquisition of commercial services. The Government intends to award an Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract to the responsible offeror whose proposal conforms to the terms of this solicitation and represents the best value to the Government. This acquisition is set aside for competitive 8(a) participation. Offerors must be certified and active participants in the SBA 8(a) Business Development Program at the time of initial offer submission. The Government will utilize the Lowest Price Technically Acceptable (LPTA) source selection approach in accordance with RFO FAR 15.103-2.
