What this contract is for
This Sources Sought Synopsis (SSS) is issued solely for information and planning purposes and does not constitute a solicitation, request for proposal, or obligation on the part of the Government. This notice is issued for market research and acquisition planning purposes only and shall not be construed as a commitment by the Government to issue a solicitation or award a contract. The Government is conducting market research to identify capable small business sources that possess the expertise, capabilities, facilities, security infrastructure, personnel, and experience necessary to provide modification, integration, engineering, production, testing, logistics, and sustainment support for Special Operations Forces/Personnel Recovery (SOF/PR) and Rotary Division managed aircraft systems and associated mission equipment. The anticipated security classification for this effort is SECRET. Contractors responding to this notice should possess the capability to support classified operations, facilities, systems, and technical data as required. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. The Government will not reimburse respondents for any costs associated with preparation or submission of responses. Participation in this market research effort does not guarantee participation in any future solicitation or contract award.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
