What this contract is for
The 7th Contracting Squadron (7 CONS) at Dyess Air Force Base (AFB), TX, intends to award a firm-fixed-price sole source purchase order to Phillips Corporation, under the statutory authority permitting Other Than Full and Open Competition. The anticipated authority is RFO 6.103-1 Only one responsible source and no other supplies or services will satisfy agency requirements. Requirement Overview: The objective of this procurement is to acquire services for the inspection and maintenance for five specific Computer Numerical Cutting (CNC) machines. The specific pieces of equipment are: • Haas Machining Center UMC-750SS • Haas CNC VF-4SS • Haas CNC VR-8 • Haas CNC TL2 • OMAX Waterjet 60120/30V Justification for Sole Source: Market research indicates that Phillips Corporation is the only responsible source that possesses the manufacturer authorization letters necessary to safely service the equipment and maintain the warranty. Both HAAS Automation, Inc and OMAX Corpation have certified that Phillips Corporation, Inc. is the exclusive distributer of HAAS and OMAX CNC Machine Tools and any associated factory-certified service, training, and applications work for United States Federal Government facilities. The Government will consider all responses received by the deadline of July 31, 2026, at 2:00 PM CST. A determination by the Government not to compete this proposed contract action is solely at the discretion of the Government. Disclaimer: This Presolicitation Notice does not constitute a solicitation or a commitment by the Government to award a contract. Responses to this notice are not offers and cannot be accepted by the Government to form a binding contract.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- Check the set-aside listed above and confirm your business actually qualifies for it before you spend time on a proposal. See our guide to set-asides if the category is unfamiliar.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
