What this contract is for

Military Sealift Command intends to award a firm-fixed price purchase order on a sole source basis to Siemens Energy, Inc. for the procurement of PTO/PTI system components, including LC resistors and associated proprietary power conversion parts, required to support the operational readiness of shipboard integrated propulsion and electrical power systems for the USNS OSCAR V. PETERSON. The applicable NAICS Code is 335312, Motor and Generator Manufacturing, size standard 1,250. The required delivery is FOB Destination and acceptance date is 17 weeks ARO. Delivery and acceptance will occur at MSC W143 Warehouse, 1968 Gilbert Street, DWY 10, Norfolk, Virginia 23511 .Award will be made to Siemens Energy, Inc. as the sole source vendor by providing a technically acceptable quote at a fair and reasonable price under the authority of 10 U.S.C. § 3204(a)(1), as implemented by FAR Subpart 6.103-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Siemens Energy, Inc. is the original equipment manufacturer (OEM) of the existing PTO/PTI system architecture and possesses the proprietary technical data, configuration control authority, and manufacturing knowledge necessary to produce and certify compatible replacement parts. These components must meet strict interface, performance, and safety requirements to ensure full interoperability with the installed propulsion reduction gear and ship service electrical power systems. No other known source can provide the required parts without unacceptable technical risk, including loss of configuration compatibility, failure to meet system performance requirements, and potential degradation of propulsion and electrical power system reliability.
