N0016426Q0202 – SOLE SOURCE – KEYSIGHT COMPONENT REPAIR – FSG J059 – NAICS 334515 ISSUE DATE 01-JUL-2026 – CLOSING DATE 23-JUL-2026 – 11:00 PM Eastern Time ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane has a requirement for a Firm Fixed Priced, Commercial Service requirement in support of MK-99 and OE-120 to repair asset N5183B/ SG61252508 MXG X-Series Microwave Analog Signal Generator (MK-99), an evaluation of E8362B NETWORK ANALYZER (OE-120), and an option for repair for results of the evaluation of E8362B NETWORK ANALYZER (OE-120). SOLE SOURCE PROCUREMENT- The proposed contract action is for the supplies or services for which the Government intends to solicit and negotiate with one source only , Keysight Technologies, Inc. of Colorado Springs, Colorado, Cage Number 7ZXR5, under the authority of FAR 12.201-1 for Commercial services using simplified procedures. This is being solicited on a sole source only basis because Keysight retains exclusive proprietary rights to the specialized technical data, diagnostic software, engineering drawings, and internal schematics required to accurately calibrate, troubleshoot, and repair both the N5183B MXG Microwave Analog Signal Generator and the E8362B Vector Network Analyzer. The restriction of this acquisition to Keysight Technologies is further necessitated by the existence of exclusive proprietary licensing agreements and intellectual property rights over the diagnostic software, firmware, and calibration systems of the N5183B and E8362B assets.
