What this contract is for

The United States Air Force (USAF) intends to award a sole-source, firm-fixed-price purchase order under the authority of FAR Part 13, Simplified Acquisition Procedures (SAP), to EDM Council, Inc. The requirement is for USAF membership in international standards bodies developing and maintaining computer industry specifications. This membership is directly relevant to model-based design and engineering approaches used to design, develop, acquire, and sustain USAF assets. The anticipated period of performance includes a 12-month base period and four (4) 12-month option periods. Justification for Sole Source: EDM Council, Inc. is the only provider of this specific Standards Development Organization (SDO) membership and is the only open standards organization that provides the distinct software and system modeling specifications unique to the requirements of the USAF. Regulatory Notice: This notice of intent is not a request for competitive proposals or quotations. However, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Submission Instructions: Any interested party that believes it can meet the requirements described above must submit a capability statement that clearly demonstrates their ability to provide the required membership and standards access. Responses must be submitted in writing via email to the Contracting Officer at [email protected] no later than 3:00 PM Eastern Time on July...

How to bid on this

This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.

  1. Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
  2. Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
  3. This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
  4. Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
