Volpe National Transportation Systems Center (Volpe Center) intends to solicit and award on a sole source basis with Washington State University (WSU), in accordance with FAR 6.103-1(a) and (b).

The Volpe Center is providing support to the Federal Aviation Administration (FAA) in its technical representation at the International Civil Aviation Organization Committee for Aviation Environmental Protection (ICAO/CAEP), including technical analyses and assessments of synthetic aviation turbine fuels, such as sustainable aviation fuels (SAF).
