SOLE SOURCE NOTICE The Billings Area Indian Health Service intends to award a commercial sole source contract to Goldbelt Apex, LLC; UEI: MQ2ETHPEB7T6, an Indian Small Business Economic Enterprise (ISBEE) under the authority of the Buy Indian Act and applicable Federal Acquisition Regulation (FAR) procedures.
This acquisition is conducted under HHSAR 326.603-1 (c)(2) which permits the Contracting Officer to consider a sole source award to an ISBEE as authorized under the FAR; and FAR 12.102(a) only one source is available.
The Government requires annual biomedical equipment inspection and repairs at the Blackfeet Service Unit, Browning, MT.
Performance is required during the period of 8/1/2026 to 7/31/2027.
The market research identified Goldbelt Apex, LLC as the only ISBEE capable of meeting the Government's requirement within the required schedule and technical parameters.
No other ISBEE was identified with the necessary experience, personnel, certifications, equipment, or geographic capability.
A competitive acquisition is not in the Government's best interest because the contractor possesses specialized expertise directly related to the requirement and services are immediate and necessary to avoid disruption to patient care and the mission operations.
