This exclusivity is being applied to further the purposes of the Buy Indian Act, 25 U.S.C.

47, and HHSAR Subpart 326.6, which promote economic development, business growth, and increased contracting opportunities for Indian-owned small businesses.

Limiting competition to ISBEEs at this stage ensures priority consideration for eligible Indian-owned firms and supports the Government’s commitment to fostering Indian economic enterprises within the acquisition process.
