The Department of Health and Human Services (HHS), Centers for Disease Control (CDC) plans to procure, on a sole source basis, integration of simulation models into a unified backend platform from: RTI International P.O.

Box 12194 Research Triangle Park, NC 27709-2194 The closing date of this notice is in accordance with FAR 5.203(b).

This acquisition will be processed under FAR Part 12 – Acquisition for Commercial Items and will be made pursuant to the authority in FAR Part 13.106-1 (b)(1) and is exempt from the requirements of FAR Part 6.

The North American Industry Classification System code (NAICS) is 513210 - Software Publishers, and the small business size standard is $47M.

The purpose of this project is to design, develop, validate, document, and deploy a unified backend platform integrating the CDS Model and SDOH Model while preserving validated functionality and maintaining separate user interfaces.

The National Center for Chronic Disease Prevention and Health Promotion (NCCDPHP), Division of Diabetes Translation (DDT), develops and maintains microsimulation models to estimate the long-term health and economic outcomes of diabetes prevention and management interventions.

These models inform federal policy, program planning, and evaluation.

Since 2016, DDT has developed two Python-based microsimulation platforms: Comprehensive Diabetes Simulation (CDS) Model.

The CDS Model includes separate Type 1 and Type 2 diabetes microsimulation models.

These models simulate disease progression from prediabetes or diabetes diagnosis through death.

They estimate long-term clinical, economic, and quality-of-life outcomes associated with interventions.

The CDS Model supports cost-effectiveness analyses of individual-level interventions.
