Notice of Intent to Sole Source for service maintenance agreement for North Star Imaging (NSI) for the renewal of the silver service agreement for NSI M5000 Industrial CT Scanner with a base year period of performance of 08/01/2026 – 07/31/2027 plus three additional option years. Base Year: 08/01/2026 – 07/31/2027 Option Year One: 08/01/2027 – 07/31/2028 Option Year Two: 08/01/2028 – 07/31/2029 Option Year Three: 08/01/2029 – 07/31/2030 In accordance with Revolutionary FAR Overhaul (RFO) Part 12 - Acquisition of Commercial Products and Commercial Services, the Department of Energy (DOE), National Energy Technology Laboratory (NETL) intends to negotiate and award a purchase order on a sole source basis to North Star Imaging a renewal of the silver annual maintenance service agreement because this service agreement is essential to maintaining research continuity and operability of the NSI M5000 Industrial CT Scanner safely. Any upgrades, updates, maintenance, and calibrations must be performed by NSI to continue the warranty. This is considered a sole source to North Star Imaging because to the best of NETL’s knowledge, based on market research conducted North Star Imagining is the only known source that can provide this service. No known potential alternate sources exist which could satisfy NETL’s requirements. This notice of intent is not a request or quote/proposal. Any interested party that believes it is capable of /meeting the NETL requirement described herein may identify themselves and must provide evidence of their capability to fulfill the requirement being requested by 1300 PM ET on 07/20/2026.
