The primary purpose of Amendment 00003 is to communicate the potential impact of NASA's February 6, 2026, Workforce Directive on the ESSCA II solicitation. This amendment also incorporates the capability to place firm-fixed-price orders under the skills augmentation portion of the ESSCA II scope.
