What this contract is for

(a) This is a presolicitation notice for the fabrication and installation of four (4) custom vehicle isolation cages for government-owned Toyota RAV4 vehicles located at Naval Air Facility (NAF) Atsugi, Japan. The cages shall be fabricated from high-strength steel, polycarbonate, and aluminum, and installed in accordance with the attached NAF Atsugi Security_Vehicle Cage Specification Sheet and the NAF Atsugi Vehicle Cage SOW. As detailed in the Specification Sheet, a mandatory site visit to inspect the vehicles will be required after the formal RFQ is released after this presolicitation notice has closed. (b) This acquisition will be conducted using the commercial item procedures of FAR Part 12. The Government anticipates releasing a formal Request for Quotations (RFQ) on or about 23 July 2026 and a subsequent award by no later than 30 September 2026. (c) The World Trade Organization Government Procurement Agreement (WTO GPA) and Free Trade Agreements (FTAs) are not applicable to this acquisition due to the estimated dollar value. (d) This is a competitive action. (e) The subsequent solicitation for this action will include DFARS 252.225-7042, Authorization to Perform. In accordance with that provision, this is a competitive action restricted to sources duly authorized to operate and do business in Japan. In addition, offerors must be a responsible source registered in the System for Award Management (SAM.gov) to be eligible for award.
