What this contract is for

The Naval Sea Systems Command (NAVSEA) intends to award Detail Design and Construction (DD&C) efforts for the procurement of two (2) AS(X) Class Submarine Tender Replacement ships. These ships replace the two (2) existing in-service 649ft tenders, USS Emory S. Land and USS Frank Cable. The planned NAICS is 336611 Ship Building and Repairing, PSC 1925 Special Service Vessels. This action also includes but is not limited to the completion of design maturation, procurement and integration of Vendor Furnished Information (VFI), data, provisions for the procurement of onboard spares and repair parts, outfitting, major shore based spares, engineering and industrial support, special studies, emergent material and support, technical manuals, and other direct costs. The planned award is to National Steel and Shipbuilding Company, 2798 East Harbor Drive, San Diego, CA 92113 (CAGE CODE 81220). The contract type contract line item numbers (CLINs) are expected to be firm fixed price and cost type. The contemplated efforts will be awarded pursuant to 10 U.S.C. 3204(a)(1) as implemented by FAR 6.103-1 only one responsible source and no other supplies or services will satisfy agency requirements. The redacted Class Justification and Approval (CJ&A) will be posted to SAM.gov upon completion. The proposed contract action is for supplies and services for which the Government intends to solicit and negotiate with only one responsible source under authority of FAR 6.103-1.
