PRESOLICITATION NOTICE The National Oceanic and Atmospheric Administration (NOAA) intends to negotiate and award, on a sole source basis, under the authority of 41 U.S.C. 1901 and RFO FAR 12.102(a), a firm fixed price purchase order to Histology Consultation Services, Inc., for the purchase of services to process fish ovaries for histological analysis to inform research on fish reproduction and maturity.
