What this contract is for
The U.S. Geological Survey (USGS) intends to award a sole source contract for post-development support and maintenance of the Digital Shoreline Analysis System (DSAS). This notice is issued in accordance with Revolutionary FAR Overhaul (RFO) 12.102(a), which specifies that Part 12 acquisition procedures apply to commercial products and services and shall take precedence where inconsistencies exist with other FAR parts. The USGS Woods Hole Coastal and Marine Science Center (WHCMSC) requires ongoing support from Procstep Inc. d/b/a WaterSuite to enforce security fixes, ensure periodic updates, respond to critical vulnerabilities, and maintain operability of the DSAS software. DSAS integrates Java and various third-party components requiring regular updates, some of which are mandated by DOI IT to maintain authorization for installation on government systems. Due to the specialized architecture and proprietary nature, the of DSAS and the extensive knowledge required to maintain the platform, the original DSAS developer, Procstep Inc. is uniquely qualified to provide the required for post-development support. The developer possesses detailed knowledge of DSAS Version 6, its integrated components, and the workflow necessary to diagnose, update, and repackage software updates with minimal disruption to the internal USGS user base and the global DSAS community. This procurement is being conducted under commercial acquisition procedures per RFO 12.102(a), as the services required meet the definition of commercial services under FAR 2.101.
