What this contract is for
The Social Security Administration (SSA or the agency) is seeking firms interested in providing multi-discipline Architect and Engineer (A-E) services on a nationwide scale (throughout the United States and its territories). SSA intends to negotiate a single-award, indefinite-delivery/indefinite-quantity (IDIQ) contract with an A-E firm that the agency determines is the most highly qualified/most preferred in accordance with 40 U.S.C. chapter 11, Selection of Architects and Engineers, and part 36 of the Revolutionary Federal Acquisition Regulation (FAR) Overhaul (RFO). Firms will be evaluated on their demonstrated competence and qualifications for the required work provided in this announcement. The pre-solicitation number is 28321326R00000018. Special Notice 7/8: The purpose of this amendment is to 1) provide responses to questions received from various A-E firms (Attachment L, "28321326R00000018_QA," 2) add Attachment K, “A-E Services Prior Orders," 3) update the SOW as highlighted therein, 4) update the Public Announcement as highlighted therein, and 5) extend the response due date and time to July 24, 2026, at 3:00PM ET.

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
