General Requirements The Department of Veterans Affairs, Network Contracting Office (NCO) 21, has a requirement for Health Care for Homeless Veterans (HCHV) Contract Residential Services (CRS) Licensed Treatment Facility in Sacramento, Placer or Yolo County for VA Northern California Health Care System (VANCHCS). The Department of Veterans Affairs Northern California Health Care System (VANCHCS) located in Northern California requires HCHV CRS Licensed Treatment Facility Services in Sacramento, Placer or Yolo County for Homeless Veterans. Contractor shall primarily focus on providing emergency housing and supportive services for homeless Veterans in accordance with the HCHV CRS model requirements.
