Notice Type: Special Notice of Intent to Sole Source This is a SPECIAL NOTICE ANNOUNCEMENT ONLY.

The Department of Veteran Affairs (VA), VISN 8 Network Contracting Office, James A.

Haley Veterans Hospital (JAHVH), 13,000 Bruce B.

Downs Blvd., Tampa, Florida 33612, intends to award a sole source contract to M&H Transformation Partners, LLC.

The Contractor shall provide professional, technical, program management, outcome engineering, facilitation, and advanced air mobility integration support to continue assisting JAHVH in advancing the Innovation Portfolio Project.

The Period of Performance (POP) is for twelve (12) months starting 9/1/2026 8/31/2027 with only one source, M&H Transformation Partners, LLC. under the authority Federal Acquisition Regulation (FAR) Part 13.106-1(b)(1).

The Contractor shall support portfolio governance, pilot concept scoping, pilot readiness, accelerator lifecycle facilitation, partner coordination, performance measurement, drone delivery demonstration planning and execution support, and air taxi integration discovery.

The Contractor shall be familiar with the existing Veterans Health Venture Studio operation model for live demonstration/execution of deliverables for the above needs to complete the Innovation Portfolio Project successfully.
