PURPOSE: The purpose of this sources sought is to identify available authorized businesses to provide on-site, multi-day Ubiquitous Technical Surveillance (UTS) Vehicle Tradecraft Course for 12 -20 instructional cadre.

The contractor shall provide expert-level classroom instruction and hands-on, field-based practical exercises focused on identifying and mitigating modern vehicular digital exhaust and external tracking infrastructure.

The required services must equip instructors with advanced signature management, non-attribution tactics, and physical evasion tradecraft to safely isolate or disable vehicle tracking mechanisms in hostile environments without compromising the vehicle's primary mobility.

Due to the specificity of this course, MotionSafe is the only known commercial source capable of delivering a training curriculum that simultaneously satisfies both the physical evasion tradecraft requirements and the highly technical, hardware-level vehicular telemetry analysis required.
