The USPFO for Hawaii intends to award a firm-fixed price contract on a sole source basis to Compuneitx Inc.
The statutory authority which permits other than full and open competition for this acquisition is 10 U.S.C. § 3204(a)(1), as implemented by Revolutionary FAR Overhaul (RFO) 6.103-1.
Therefore, a Request for Quotation (RFQ) solicitation from a single source, will be issued to Compunetix Inc to provide EPOS HME-130 headset systems for Mission Voice Platform systems at Joint Base Pearl Harbor-Hickam.
The required EPOS HME-130 headset systems are vital components of the proprietary Compunetix Mission Voice Platform (MVP), a system for which Compunetix, Inc. is the Original Equipment Manufacturer (OEM).
The MVP system requires a specific polarized, dual-prong connector and a unique electronic interface that is not available in standard Commercial-Off-The-Shelf (COTS) products.
The vendor, Compunetix, Inc., has certified in writing that the EPOS HME-130 is the sole compatible replacement for the unit's legacy headsets, which are now discontinued.
As the OEM, Compunetix is the only source with the proprietary technical knowledge and authority to guarantee system compatibility and interoperability.
Procuring from any other source would introduce unacceptable mission risk and void the warranty and support for the existing mission-critical MVP system.
