The 161st Air Refueling Wing, Phoenix AZ intends to award a single source contract to Black River Systems Company, Inc. for BR4925R Ninja RFFE System upgrades under the authority of FAR 8.405-6(a)(1)(i)(B), due to proprietary specialized equipment replacement.
Please note that this is not a request for competitive quotes.
However, all interested parties who believe they can meet the requirements are invited to submit in writing information describing their ability to provide the product listed above.
A determination by the Government to compete this requirement based on responses to this notice is solely within the discretion of the Government.
Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
In accordance with the NGB A4S Memo dated 07 June 2024, all NINJA 4925 RFFE Retrofits shall be acquired directly through Black River Systems Company.
Black River Systems Company is thus the only vendor capable of providing technical support on their proprietary system.
