Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Siemens Industry Software, Inc., located at 5800 Granite Parkway, Suite 600, Plano, Texas 75024-6612. The purchase order will specifically include procuring 45 units of Altair Mechanical Engineer software (Product Code: AU - ME - STD – AN), manufactured by Siemens Industry Software, Inc. The software licenses shall be effective for one year after inspection and acceptance and activation of the software licenses. Authority This acquisition is being conducted under the authority of, and in accordance with, FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. EL requires an integrated software platform to support research in co-simulation, digital twin development, and data analytics. Current research efforts involve combining physics-based modeling, system-level simulation, and data-driven methods within a unified workflow of digital twin development using software manufactured by Altair.
