Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested. Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Thermo Electron North America, LLC, located at 5225 Verona Road, Madison Wisconsin 53711. The purchase order will specifically procure an Interchangeable gas cell manufactured by Thermo Fisher Scientific and produced and distributed by Thermo Electron North America. The Interchangeable gas cell, inclusive of FOB Destination delivery, installation and training, shall be installed on an existing Antaris IGS Gas Analyzer, which was manufactured by Thermo Fisher Scientific. Delivery of the Interchangeable gas cell to Gaithersburg, Maryland shall occur within 90 days after receipt of an order; installation shall occur within 30 days after delivery, and onsite training shall occur within 30 days after installation. Authority This acquisition is being conducted under the authority of, and in accordance with, FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. Description The Fire Research Division (FRD) in the Engineering Laboratory (EL) at the National Institute of Standards and Technology (NIST) conducts fire experiments of varying sizes, analyzing combustion products generated by these fires using a Thermo Scientific Antaris IGS Gas Analyzer.
