This is a Notice of Intent that the Pension Benefit Guaranty Corporation (PBGC) intends to make a sole source, Firm-Fixed Price award, under the authority of FAR Overhaul 6.103-1 / 12.102(b), with an anticipated ultimate Period of Performance of one-year base period and four one-year option periods (for a total of 5 years if all options are exercised) to Moody Analytics, Inc. for their OneView – Global Credit Portal web-based platform using FAR Overhaul Part 12 procedures.

Under the proposed contract, Moody’s Analytics will provide online subscriptions/licenses to access ownership records of corporations and individuals as well as access to asset information on corporations.

The required service must include robust analytical tools and functionalities commonly used by commercial lenders and institutional credit risk analysts.

Specifically, the platform will offer: Up-to-date periodic credit and liquidity analysis and outlook Up-to-date credit analysis of significant events such as current and potential economic and financial market developments as well as industry outlooks and credit analysis.

Market implied credit ratings based on stock debt and credit default swap markets and their mapping to probability of default or expected default.

Access to the platform under a firm fixed price contract.

These tools provide real-time access to financial data, debt obligation information, and relevant market developments, ensuring analysts can benchmark sponsor risk in alignment with market participants such as commercial banks and investment professionals.

Unlimited licenses will be provided to its OneView – Global Credit Portal.
