The Naval Air Warfare Center Aircraft Division Lakehurst, NJ intends to negotiate a sole source, Fixed Price modification to an existing Indefinite Delivery Indefinite Quantity (IDIQ) contract N68335-22-D-0013 that is issued to Tel-Instrument Electronics Corp. (CAGE 92606) in East Rutherford, NJ for the procurement of Link 4 Implementation.

The Government intends to procure the above items under the statutory authority of Title 10, U.S.C.

Section 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements." THIS PRE-SOLICITATION NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.

However, all responses received within fifteen (15) days after the date of publication of this synopsis will be considered by the Government.

A determination by the Government not to open the requirement to competition based on responses to this notice is solely within the discretion of the Government.

Information received as a result of the notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
