NOTICE OF INTENT TO AWARD A SOLE SOURCE PROCUREMENT AND IS NOT A REQUEST FO COMPETITIVE QUOTES.
The United States Section of the International Boundary and Water Commission (USIBWC), Water Accounting Division, intends to award a sole source contract to SonTek, a Xylem brand, for the procurement of a SonTek manufactured remote control hydrographic survey vessel designed specifically for integration with the SonTek RS5 Acoustic Doppler Current Profiler (ADCP) and the SonTek RSQ data acquisition software.
This acquisition will be conducted under the authority of FAR 13.501(a)(1)(ii), Sole Source Acquisitions of Commercial Items, and is not a request for competitive quotations.
The Government’s requirement includes proprietary SonTek capabilities such as factory engineered RS5 mounting hardware, native RSQ/RS5 firmware integration, SmartPulse+ processing, SonTek vertical beam corrections, and telemetry modules designed specifically for RS5 data collection.
No other vendor is able to provide a system meeting the Government’s minimum technical requirements for interoperability, mission continuity, and compatibility with existing IBWC hydrologic data workflows.
The anticipated award value is $28,382.00.
Any interested party who believes they can meet this requirement must submit a capability statement demonstrating that their product offers full, native, and proprietary interoperability with SonTek RS5 and RSQ systems, without adapters, third party integration, or cross platform data conversion.
Capability statements must be received by the date and time listed in this notice and must clearly demonstrate the ability to satisfy all essential requirements.
