File 2026 07 23__ Amendment 00004 80MSFC26R0002 Amendment 00003 to Amendment 00004 Appendix C Change Log.pdf provides a list of changes made between issuance of Amendment 00003 and the issuance of Amendment 00004.

The primary purpose of Amendment 00003 is to communicate the potential impact of NASA's February 6, 2026, Workforce Directive on the ESSCA II solicitation.

This amendment also incorporates the capability to place firm-fixed-price orders under the skills augmentation portion of the ESSCA II scope.
