Collin County intends to select a firm with demonstrated relevant experience and past performance, a strong understanding of juvenile justice facility requirements, and the ability to effectively collaborate with a general contractor procured under a separate contract using the Construction Manager-at-Risk (CMAR) delivery method (see Texas Local Government Code §§ 2269.251–2269.258). The County reserves the right to utilize an alternative project delivery method if deemed to be in its best interest.
