The Town of Mooresville, NC is soliciting proposals from qualified consulting firms to conduct a comprehensive assessment of the Town’s current land use/development plan review process and to recommend an aligned, efficient, customer-focused expedited review program. While the existing land development review process operates efficiently, the Town lacks the availability of an expedited process for developers who seek a quicker process than current Town staff levels provide. The Town seeks a consultant with demonstrated expertise in municipal development services operations, organizational analysis, process improvement, development review workflows, fee studies and customer service delivery models. The selected consultant will evaluate existing practices and policies, benchmark peer communities, engage stakeholders, and develop actionable recommendations to improve timelines, coordination, transparency and customer experience while maintaining compliance with applicable regulations and development standards. The consultant will also evaluate the need for and recommend the structure, responsibilities, operational framework, and funding model for a dedicated staff position intended to improve communication and coordination between applicants and Town staff throughout the review process. The Town reserves the right to interview shortlisted firms.
