What this contract is for
Request for Information (RFI)/Sources Sought Notice: This is a Request for Information (RFI)/Sources Sought Notice in accordance with Federal Acquisition Regulation (FAR) 52.215-3 – Request for Information or Solicitation for Planning Purposes (OCT 1997). It constitutes neither a Request for Proposal nor an Invitation for Bid. It does not restrict the Government to an ultimate acquisition approach. This RFI/Sources Sought Notice IS NOT A SOLICITATION or an expression of intent to issue a solicitation of any kind in the future. It should not be construed as a commitment by the Government for any purpose other than to gain the information requested. Interested parties are encouraged to respond to this RFI/Sources Sought Notice. The Government will not pay for information, materials, and/or demonstrations received in response and is in no way obligated to respondents by or for any information received. REQUIREMENT: The item being requested is to replace aging fiber optic infrastructure connecting USNA to the North Severn Side of the USNA campus. The existing sub-river cables are aging and at risk of failure due to the fact they're more than 30 years old. Establishing a secondary connection will eliminate the current single point of failure and improve reliability of service. The anticipated contract type is a Firm, Fixed Price. The anticipated repair/rebuild completion date is 30 September 2026. The applicable North American Industry Classification System (NAICS) for this requirement is 335921- Fiber Optic Cable Manufacturing, and the product service code (PSC) is 6015- Fiber Optic Cables. Again, THIS IS NOT A REQUEST FOR PROPOSAL. This is a market research tool. The input provided will help the Navy ascertain the interest, capability, and capacity of potential businesses...

How to bid on this
This is a contract solicitation, not a grant. To bid, you submit a proposal (usually a price and a description of how you would do the work) directly to the government, through the channel the official listing specifies, not through Oppward.
- Make sure your business has an active SAM.gov registration. You cannot be paid on a federal contract without one.
- Read the full solicitation on the official listing above, especially the scope of work, not just this summary. Our guide to reading a solicitation walks through what to look for.
- This listing has no set-aside restriction ("full and open competition"), meaning any business, large or small, can bid.
- Submit your proposal by the deadline, using the exact submission method the official listing states. A technically on-time bid sent the wrong way is often treated as late.
